ODE Evaluations and Reviews

ODE conducts evaluations and reviews to assess the effectiveness of Australian aid to country programs and priority sectors, identify areas of good practice and highlight important lessons.

Service delivery (2008-2010)

Improving basic services for the poor was identified as a significant challenge for the aid program in ODE’s 2007 Annual Review of Development Effectiveness. In response, ODE commissioned independent evaluations of the performance of the Australian aid program in three key service sectors: health, education and water supply and sanitation.

Service delivery for the poor: lessons from recent evaluations of Australian aid draws together cross-cutting findings and lessons from three sector evaluations.

Linkages with broader public sector reform focuses on AusAID efforts to strengthen the budget and governance systems and processes that underpin service delivery.

Health sector evaluation reports draw on country case studies in Papua New Guinea, Solomon Islands and Vanuatu.

Education sector evaluation reports build on country case studies in Papua New Guinea and Lao PDR.

Water and sanitation sector evaluation reports are based on case studies from East Timor and Indonesia.

Australia's progress implementing the Paris Declaration (2010)

The Fourth High Level Forum on Aid Effectiveness in late 2011 will review progress in implementing the Paris Declaration on Aid Effectiveness and the Accra Agenda for Action. It will draw on a range of evidence to assess whether these commitments have been achieved or not – and why.
Phase 2 of the international evaluation will form a key part of this evidence. To contribute to this exercise, ODE commissioned an independent review of Australia’s progress. This review updates Australia’s findings under Phase 1 of the evaluation in 2007. A synthesis report of international progress will be released by the DAC in the lead up to HLF-4.

Approaches to anti-corruption through the Australian aid program (2008)

This assessment of anti-corruption in the aid program draws on lessons from Papua New Guinea, Indonesia and Solomon Islands. It provides practical assistance to country program areas writing anti-corruption plans and seeking to incorporate anti-corruption objectives into their initiatives.

Violence against women in Melanesia and East Timor (2008)

This major evaluation reviews the effectiveness of methods used to address violence against women and girls in five of Australia’s neighbouring countries: Fiji, Papua New Guinea, Solomon Islands, Vanuatu and East Timor.
